EXPENSES DYNAMICS IN HUMANITARIAN OPERATIONS BY BRAZILIAN ARMED FORCES

Abstract

The constant recurrence of humanitarian crises generates a growing demand for intervention by the Armed Forces. This is due to the fact that the military demonstrates operational capabilities and organizational characteristics necessary to achieve the objectives of humanitarian operations: the relief of human suffering and the restoration of stability in the affected environment. The funding and maintenance of the Armed Forces are the responsibility of the federal government, with resources allocated in the Defense budget, allowing each branch to manage resources according to their needs. Motivated by the lack of studies quantifying the costs of military operations in subsidiary actions, this paper focuses on analyzing Brazil's participation through its Armed Forces in different humanitarian missions, examining the budget data allocated to these missions. It was observed that, even with the existence of the access information law, detailed budget disclosure still has gaps, making it difficult to accurately account for the costs associated with Brazil's involvement in this mission and, by extension, in humanitarian operations in general.
